If you got an engine that ran but had weak compression, you had the head done and it seemed to get worse.......... I would re-check the valve lash before I went into the lower end. If the valves are set too tight they won't seat and you loose compression. Although you said you got a lot of leakage with the rockers off which should let the valves all seat but you can't get a compression test if the valves don't open and close to move the air in and out. Oil in the cyl with a compression test will tell a lot. Pull all 4 plugs and open the throttle all the way. If it comes up a lot with the oil the rings are shot. Some water in the cylinders shoulden't lock up the rings in that short a time especialy with anti freeze in it if you had moped out the excess, the suggestion of Marvel Mistery oil sounds like that might ferr them up if they did lock up some. The previous owner might have overheated the engine and the rings have lost their tension due to the heat. Usualy , unless you have a low miliage engine you are always better off doing both top and bottom end as when you increase the compression on the top they will tend to suck oil up past the worn rings and you are worse off as far as oil burning. It might run better due to the compression but you lose in the oil comsumption end. Still, if it ran before the first place I would look is valve lash. Also, make sure # 1 is coming up on compression, use a small brasing rod when you are close and hand turn it so you are on TDC for # 1 and check to see where the rotor is pointing that's if you had the dist. out.
