Highbeam switching relay 1800

I am trying to get the highbeam flasher on the turn signal switch to function on the 66 1800S, and was wondering where the highbeam flasher was located. Is it mounted on the top of the driver kick panel just behind the dash, or under the hood? Also I noticed that when the signal switch is pulled to activate the highbeam flasher the tach loses power (while the signal switch is in the flasher activated position only) and the horn circuit 30A fuse blows. I spent some time looking at the wiring diagram last night and all both items do gain power through that fuse. Is it possible that the flasher is bad and causing a direct short which is blowing the fuse? How can you test the flasher unit?

Any input would be appreciated.
