code 233 900 1992

I recently had horrible idle problems when cold idle would fluctuate b/w 1000 and 1500. SO I took it to the delaer to diagnose the problem after having myself clear the engine code and then rechecking them. They determined bad air mass meter so I replaced it. I got it back on a day with unusually warm weather ran great. A couple days later I started up the car it was pretty cold in the high 20's and it bounced a little aorund 1000 rpms thats w/o my foot on the gas. I knew the idle should be lower so I tried adjusting the throttle plate stop screw and I could take it al the way off and the idle wouldnt lower from 1000. So I checked the engine codes again and just got a 233 no other codes just a 233 but what Im wondering is why didnt the dealer check it aftewards to make positive that the problem was completely fixed?? thanks
