No Start: No Power to Main Fuel Pump 200 1980

My Volvo suddenly died this AM while I was driving. Would not restart. I found no fuel pumped by fuel injectors and 0 voltage to the main fuel pump. When I put 12 V directly on the main fuel pump, it hummed ok. Fuse #7 has 12.6 volts going across an intact fuse. The main fuel pump relay is fine (I changed it anywhay to be safe). What's going on?
