hard cranking after initial start-up 200 1979

'79 244 dl has had both pumps r/r as well as cold start valve & fuel pressure regulator w/in last 6 mo. runs great except for slight hesitation/power problem until warm-up, after 5 min or so its all systems go; but when i stop and shut-off for 10 min or more most times the engine has to crank 10-15 sec. for start-up, its hard on the batt. and starter. what do i need to look at to remedy this aggravating and potentially damaging situation? thanks , happy&safe driving!
