Fourth gear shift problem 700 1990

I have a problem with the transmission in my 740 sedan where it does not always shift into fourth gear. Occasionally it will shift slowly to fourth gear or sometimes not at all. I live in SC and the weather was a little cold today. Does anyone have idea as to what I should look for? Is it the overdrive solenoid, overdrive relay or perhaps something else in transmission? Where would I find these parts on the car if I need to change them? Thanks for your help. For now it is back to the old truck.
