Did you clean out the inernal air passage and valve in the ICV, (or IAC)? That is where it can get gunked up. I found that the throttle plate adjustment is critical. There is a procedure in the FAQ for setting it in the FAQs at this address:

This procedure is for the Bosch system. I can't recall if yours is the Bosch or the Regina. If it is the Regina, you can email me and I'll help since mine has the Regina and I have the Volvo manual for it.
