High RPMs, and Volts drop 700 1989

I have an 89 740Ti. I brought it home new years day, and the Volts dropped right off the chart, and the car died. Got it towed home, car started up but still produced no Voltage. So I had the alternator rebuilt. New Voltage Regulator was installed at the same time. Now I get volts while cruising, and idling, and so long as I drive like My 89 year old Grandma.

When I get into the upper RPM's, volts drop right off.

The volts will come back as soon as I let completly off the gas, not part way, but all the way.

What are some things to look for? The belt seems tight, I will tighten some more just in case though. The engine's wiring harness also looks great.

I've read through the FAQ book, but found nothing, I've also done a search.

This is weird, because my friend who just installed a brand new Alternator into his 240 is having the EXACT same problem.
