Voltage values off 200

I have an 89 240 dl wagon. The voltage reading with the headlights on is 12.2 When I turn the headlights off its around 12.6.
I have replaced the belts(they are tight), voltage regulator, and had the alternator benched tested (reads 13.0 volts good) and have a new battery (which is good). When I first start the car the battery reads over 13 volts but when I drive around a while and test it its 12.6 and then when I turn the lights on like 12.2 and goes back up to 12.6 when the lights are shut off. Does anyone have any suggestions for me??? Thanks, Steven
