How come I could only get 7 qts of coolant back in? 200 1990

I drained the old coolant from the block and radiator,refilled with water and ran the engine for 10 mins. w/heater on high.Drained water from block and rad.,replaced t-stat.Refilled with 50-50 mix of antifreeze/destilled water and it only took 6-7 Qts.Does 2-3 Qts stay in the system somewhere?
I have an automatic and I thought the capacity was 9.7 Qts.
