Flooding/Terrible idle/shuttering from closed thorttle. 200

My 1983 242 with a b23f is running so rich it is flooding its self out. It idles really roughly and the engine flops back and fourth. When I come back to start it again it may be flooded and taked a while to start if it does start. When I press the gas it almost dies out. Also i'm only getting about 250miles out of 13 gallons of gas. Roughly about 19mpg. The exhaust also is totally full of gas odor.
