Brakes overheating 200 1990

I own a 1990 240DL and the front brake rotors have discolored and are making a loud screaching sound when The pedal is depressed. It looks like the front rotors are overheating. The car has been doing this for over a year now so I changed all four disc pads with original volvo brand around the car and I believe had the rears resurfaced if I remember correctly. Then the same problem came back. What could cause the front rotors to overheat if there are new pads and rotors? Usually on a rear drum car the rears are not adjusted properly which overheats the fronts, but, this has rotors front and rear. Confused!!! Any help is much appreciated, Sal
