transmission: shifting problem 700 1990

my volvo has 100k and was having a problem with the transmission not shifting into 2nd, third, and 4th gear. took it to a transmission specialist and he worked on it. i got the car back and everthing is fine except that now, it shifts up at a higher RPM 󟁜 to 4500] between 3rd and 4th gear. the engine is straining and RPM is reving higher but transmission wouldn't shift up until the above RPM is reached. took it back and mechanic checked it out but he couldn't figure it out what is wrong. it feels like if i'm driving a stick shift and not shifting to a higher gear. like driving in 2nd at 50 MPH!!!
along with seeking a new mechanic, can someone point me in the right direction, please.
