sagging rear bumper

Went to the gym last night,guess what...i slowly backed into another car 's rear end that was parked close to mine. I never did that before...i just hop i dont turn into a Mr.Magoo.

The impact was minimal,only from my rear bumper to the other car 's rear bumper.The other car looked fine,no paint involved...but when i came back home i noticed my bumper was sagging down a bit. There's bolts that holds the plastic bumper to the impact absorber and thats where its teared...it looks all dry and rotten arond that spot.I tought theses bumpers were tuff.Maybe it was already broken.

I only got this car a few months ago,it is clean almost rustfree,but i already lost a few chrome trims around the bumper and now this bumper sags.It is really starting to look like a beaten up car.Think its an easy fix ?any cheap solutions?
