89 240 flooded-like symptoms 200 1989

Hi,
I've got an 89 240 with the California smog package including EGR. Twice it has not fired at all when cranked. I smell gas out of the exhaust. I finally get it to start by holding the accelerator to the floor and cranking for quite a while. Eventually, it starts firing a little and then comes to life. Acts just like a flooded engine in a carbuerated car. Once the car was stone cold. The other time it had been run long enough to pull into the garage and left to set for at least a few minutes.

Any thoughts?
