Time for Cali smog, what should I do? 700 1985

Here is my situation, I own a 85' 740 turbo, 292,000 mi. I need to re-register my car mid march and pass our new stringent smog inspection.
History:I paid $1500 in 00' w/230,000 mi on it and hadn't had to put in much cash except for basic maintenance. She has served me well, 2 trips to Colorado and 1 to Portland OR. It is still a champ on the freeway.
Problems: Very slight oil and transmition (manual) leak. Engine or Turbo coughs (drops out) at 80-85mph occasionaly. After the engine is warm the idle oscillates heavily 1000-500 rpm and the engines idles rough.

She's a real champ but I am wondering if it is time to let her go. I've got another vehicle so I am OK there. I am wondering what is the most economical thing to do. Or any ideas on a plan of action. Money is the factor, I don't want to dump much in to her. A grand tops and that is questionable. I can handle basic wrenching.
