VX Cam/Tire size questions 200

I am thinking of purchasing the VX cam/adjustable cam gear kit from IPD for my 83 240 turbo. As the cam suposedly takes away some of the lower end torque and the adjustable gear can be used to dial in lower end torque at the expense of top end power, is this kit the best of both worlds? If so, how much should the cam timing be advanced to work in harmony with the VX cam? Any ideas on the hp/torque increases on a stock engine with this kit?
On a second note, I puchased a set of 16in. X 7.5 in. Borbet "Type E" wheels for my car from the Tire Rack. Will 215/50's fit with a stock suspension without rolling the fenders? Also, will the diameter be much larger than the 205/60/15's I'm running now or should I stick with 205/50/16's or 205/55/16's?
