1990 740 GLE timing 700 1990

O.K. guys, the balance shaft tensioner busted on me. I replaced it. Put in a new balance shaft belt and timing belt. I followed the instructions in the faq that covers my vehicle. The car will crank, but it is very rough and the engine is bucking and rocking wildly. I tried to adjust the timing as far as the distributer is concerned, but still no luck. My question is this: I installed the balance shaft belt first. I then turned the crankshaft several times to try and get everything else to line up right. Does the balance shaft belt have to be in time with the timing belt or can they be adjusted independently? If they must be timed together, then I know what my problem is. Thanks for any help you guys can give me in regards to this matter.
