I am going to get this 240 tuned! amm and adjustment screw

Ok, I have trying to set a good idle on this 88 240, so far so good... smoothed it out alot.
however.... I built the test led for the o2 test lead and I cannot get it to fluxuate, it stayes on rich (lit) state.
during my testing I pulled a vacumn hose off the intake... violla! it now fluxuates. on off ect. now, If I understand it correctly a vacumn leak on the manifold should make it run rich.
so, I take this behavior to mean that the fuel pressure could be too high. what do you think? does this make sense? It seems to me if induced vacumn levels out the mixture then its getting too much fuel.
also, can you screw up the screw by turning it too many turns? I know it quits adjusting anything after a certain point... but can you screw it up?
as you can probably guess I have turned it about 30 turns in any direction trying to get a response from led...
