I was thinking about making an air ram for my 240 is this a good idea? 200

I was thinking about how turbochargers and such basically ram more air into your intake manifold. Then I thought that maybe a poor man?s alternative would be to build an air ram under the front bumper. I do not have the fog lights so that plastic skirt there is basically doing nothing. So my plan is to build an air scoop in that general region and run a tube up into the air box and seal any remaining holes, such as the one for the thermostat. I have already removed the whole thermostat assembly and the flexible hose that ran to the exhaust manifold. I also sealed off that hole in the air box. I live in Mass by the way and it has recently been very cold here ( as low as single digits ) and it starts up fine but when truly cold it is hesitant for the first 30 seconds or so.

Anyway

So if I did this what do you people think might be the result? Basically I am hoping for a little better gas mileage and maybe a little more power. Or am I completely off base here. Has anyone else tried something like this?
