yes, the mark on the pulley should align with the 0 on the timing cover when the car is at tdc. the outer portion slips, so pull the upper cover off and look at the cam timing mark. when the cam comes to it's mark, the crank should be at 0. if not, replace the pulley. good luck, chuck.
