HELP -- rear axle oil fill plug 200

I have just changed my rear axle oil.
1.5 quarts came out, so I put back in 1.5 until it dripped from the filler hole.

I am assuming I have the 1030, but I could not find the label there.

QUESTION :

1)I have put back the filler plug and it does not go all the way in. I can see some of the thread of it outside of the pan. I cannot tighten it more than that. I have first placed it by hand before using my wrench. Is that OK that I can see the thread of this plug? Shouldn't the entire thread go in?

2) I saw some rust on the pan -- few spots. Anything to worry about? It's outside, I could cover it with some undercoating after removing the rust.
