Idle went high now will not start 200 1986

Tonight my wife was driving the 240 wagon non-turbo. As she pulls into the church parking lot she notices that the idle is high. She then parks and kills the motor. She came out a few minutes later and the car turned over at a higher than normal rate. An hour later I arrive and find the same conditions. Motor turns over fine, though at a high rate of speed, but it will not start.

Could it be that the timing belt has jumped time by a tooth or two? If not what are some other ideals.
