Is my throttle body and air intake tube supposed to have gas in it? 200

I took off my air mass meter and the air intake tube to look for vacuum leaks and I noticed that the whole assembly smelled like gas. And I saw the normal oil residue but it seemed a little more viscous as if it has gas mixed in with it. The throttle body itself seems to have a moist layer of gas on it. I ran the engine a little bit this morning ( about 30 F outside ) around the block to see if I could get it to reproduce my sudden power losses it drove fine. Could this gas in the air intake just be from the cold start injector, or could this fuel be leaking out of a bad fuel pressure regulator into the vacuum line?

Here is some more background on my issue if you care to read about it. Be warned it is a little long.
