Idle went high now will not start. More information. 200 1986

Short re-cap: Car went high on idle when it was parked. After the motor was killed and sat for 10 minutes or so it would not start but would turn over at a high rate of speed. I though maybe a bad timing belt.

So today I go to get the car and it starts fine. I kill it and it starts fine again. I check the belt and it is fine although I did adjust the tension. I check the timing and notice that the mark is moving all the way around the crankshaft pulley in a counter clockwise direction. I put another mark on the inside portion of the crank pulley and it does not move but the outer mark continues to revolve around it. Sounds like a bad harmonic balancer to me. Questions: I have one off of an '84 240 but it is not as heavy nor is it two pieces like the current one. I am betting it will not work. Will it? Is it worth the trouble to buy a used one or is this a new only proposition? If so were do you procure one? Dealer only? This problem would not cause the no start problem. Right?

This brings me back to my original problem. I have not been able to recreate the hot non-start. I am assuming that I need to check relays. But I also noticed that when I rev'd the car to about 1500 rpm that the engine was surging when the throttle was held steady and the timing mark (inside hub) was moving in relation to the surge. I don't know if this has any relation to the no start but I thought it might be useful. Any ideals as to what might be going on here?
