rough idle 200

well i have replaced the injector seals and thoroughly cleaned the throttle plate and air/fuel control unit (below the bellow). the idle doesn't seem to be obviously improved, well it did to start with but i am not sure. perhaps i have an undiscovered vacuum leak still haunting me. the injector seals were the only bit of the car that responded to the spray test for vacuum leaks with increasing idle quite obvious. i have noticed an open valve on my fuel distributor just adjacent to the where the bellow meets the air/fuel apparatus. is this supposed to be plugged or is it a release valve?

thanks.
