1) Yes remove it and replace the seals before reinstalling. Failure to renew the seals COULD result in leaking.
2) Remove as much fluid as you can before removing it. You will only be able to suck it out of one chamber. The rest will exit when you remove the reservoir- be careful and not allow the brake fluid to remain in contact with painted surfaces, it is hell on paint. Actually no air will be introduced into the system if you remove the reservoir, clean it and replace it. Assuming that you add fresh fluid prior to bleeding you will not get air, but even if you did the bleeding will remove it.
The reservoir is not easy to get clean. I have had good luck using Dove dishwashing liquid and warm water. Introduce the solution and shake it vigorously, rinse, repeat a number of times perhaps using a light stiff wire with a lint free piece of cloth wound on the end. Flush with plenty of water when it is clean to remove all the soap residue and BE SURE it is absolutely without question dry as a bone before reintalling it. This is the anal procedure... simply agitating some fresh fluid in the reservoir and draining it will make it clean enough, but it won't look new...
