Tail lights wont work 1989 240 dl wagon 200

Do Parking (front) lights work in both switch positions?

Do you have voltage at Fuses 15 and 16 (and front parking lights on)...
A) with light switch in the 1st (parking) position?
B) with switch in the 2nd (headlight) position?

In (A), power to fuses comes straight from light switch

In (B), power to fuses comes from headlight relay (separate output terminals for Parking and Head lights. Possible bad relay output.)

Wagon Tail lights are not wired through tailgate hinges.
