Yes, that is it, the ID of Volvo 240 hitch receiver is 2" X 2" and OD of ball mount is. 1 5/8" square. I should have known right off that is the discrepancy. Since those OEM ball mounts are so much harder to find than are hitches, I just take a 2 x 2 ball mount from a non-Volvo hitch and use that. Works OK, the fit is much less sloppy.
