new radiator not cooling 200 1988

When flushing the coolant today I had to replace the radiator due to a cracked inlet fitting. I installed a new all metal radiator, new hoses, new t-stat and "bled" the system by pumping the upper hose. The problem is that I almost overheated the car on a trip for ice cream tonight.
The upperhose is hot, and the inlet tank is crazy hot (like two seconds before burning finger). But the outlet tank is stone cold at the bottom (warmish at the top from squeezing the upper hose?). The lower hose is also cold, except the last few inches in front of the water pump. I slightly cracked open the lower hose/pump connection and there's fluid. What is going on?
