2-3-1 diagnostic code -- lean or rich at cruise ? 200 1989

I have just pulled a 2-3-1 code -- car seems to be running fine, out of curioisity I just wanted to see if any codes were stored. And yes I did get one.

I have replaced in the last 3K miles :

O2 sensor
spark plugs and ignition/coil wires
distributor cap and rotor
fuel filter
air filter
air box thermostat
coolant thermostat

I have also cleaned my throttle body and idle control motor, and replaced the air intake hose which had a couple small cracks. Oil arrestor was replaced too.

I am getting now about 19 miles a gallon in suburban driving (30 to 40/45 miles an hour) pretty consistently.

I have the original Bosch 561 ECU (pink label) and original AMM.

What could this code indicate ? Should I check the fuel line regulator ? Oil box separator ?

Any clues ?
