Question about tow hitches 200

Dear Brickmeisters--

Years ago I got a hitch for my 1980 wagon. The installer saved the shorter bolts he took out--I never measured them but they're really stout.

Now I have a 1992 wagon with no hitch. I was thinking about adding one, maybe pulling it off the old wagon, buuuut...

The attachment bolt for the bumper shock absorber is visible in the wheel well, and they're not as big a diameter as the ones for the older car.

Are these skinnier bolts strong enough for a serious tow? Do the newer model years have a lower rated towing capacity?
