failing emissions '88 240 too hot 200

failing emissions (AZ) 1988 240 sedan. my '88 is failing emissions "oxides of Nitrogen in grams/mile". it is reading 2.64 when 2.50 is exceptable. the emissions guys said its because the cars engine is too hot. I've adjusted the timing and recently cleaned the airflow intake system and it was running good. the temp gauge is registering mid way. What can I do?? I can sometimes smell coolant fluid "burning" after a long drive (20+ miles) but have checked the fluid and it seems/looks fine, no discoloration.
