700 hard start 700

Help! A friend's '86 Volvo 740 NA has a hard starting problem. The dash lights stay off until the car finally decides to start. Hard starts at 20 degrees, but starts great at 37 degrees. At intermediate temperatures, you crank until the lights come on and the car starts. The relays were pulled and the bottom sides (post sides) were resoldered. A cursory inspection didn't reveal any broken traces.

We figure that the problem has to be electrical, but at this point we are stumped.
