poor fuel mileage/16 valve GLE 700 1989

Well here the problem. My son has poor fuel mileage in his 700. He hook a scope
to the car and it shows that the car is running real lean. Fuel pressure reg has been check. its OK. Compression test showed all cyl. with in specs. and 5 pounds of one another.I do know that this car is running 3000 on the tach at 70 to 75 mls per hour I told him that with that gear ratio he was going to get poor fuel mileage compared to my 245 wagon. What else do we need to look for.
We did a emission test on the car and it only blew 11 HC the CO was 0 we are stumped on this one. He is now going to Nascar Tech to study automotive and then wanting to go and be a volvo tech. I dont know what else to look for except for the AMM maybe going bad. The O2 senser checked out OK. When the car is first started in the morning it runs smooth but when it goes to closed loop it trys to run rough,but then he allready knows that it's running lean from the scope hooked up. Mileage for the car running around town is almost 18mpg.
I'm thinking that it's not going to get much better than this. Thanks for the help...
