Atrocious Mileage 900 1994

I just bought a 1994 940 a couple of weeks ago. The thermostat was stuck in the open position, so the engine wasn't warming up, and I thought the best thing was not to drive it too much until I replaced it (last night). Anyways, I was surprised when I found out I got around 18 mpg out of that tank, (my 240 usually is consistently getting between 27 and 30 mpg) and am damn sure hoping it improves now that the engine is running at normal temperatures. What are your experiences? Will a sticking thermostat kill your gas mileage like that (I figured the fuel injection system is just pumping more gas, waiting for the engine to warm up), or is this just normal for this year and model.
