volvo960 starts, but won't restart when cold 900

My 960 starts up fine in cold weather, but won't restart when turned off for a short time, like to gas up. It starts up again once its had time to cool off. Or it will restart if warmed up thoroughly, or if the outside temperature is over 35 degrees. I've taken it to an independent volvo garage, but they couldn't duplicate the problem. Anybody have any ideas?
