No start: Electrical/Injector problem 700 1988

Tried to start the 88 744T project car today. It is all back together except filling the cooling system and the drive belts/fan are not in place.

I have 45 lbs pressure at the rail, the pump runs while cranking. I have spark on all cylinders delivered at the correct time. It will fire on starting fluid.

I can not hear or feel the injectors pulsing while cranking. They will pulse when I apply 12v and a ground to each one individually.

My question centers around the following: BOTH female contacts on the injector plug provide 12v whenever the key is on or when cranking. This isn't right is it? Shouldn't one contact be positive and one a ground? I have continuity between the two contacts on the injector plug when the key is OFF.

Any enlightenment? Thanks.
