is turbo going bad 700

My wife thinks that the turbo is going bad. The needle when you crank up the car is a little below the yellow. Before yesterday the needle was half way to the yellow and now it is 3/4 quarters of the way towards the yellow. The guage does move with the pressure. Does not fluctuate when it should not. There is a slight whining sound that started. I put on a new converter yesterday and I have a slight exhaust leak that I have not gotten rid of. Now none of this started until I put on the new cat. converter. Some thoughts or advice would be great. thank you
