960's are famous for bulb base contacts shorting together in the front turn signals. The park light circuit backfeeds through the turn signal and cause problems. Try removing the bulbs from the front lamps and see what happens. If you still want to try a relay, it is built in to the hazard switch in the dash. There is no flasher relay in the relay center.
