Buzzing relay 900

My '94 940 just started doing something new. When I shut the car off, I hear a buzzing noise from under the hood. There is a black relay near the battery that had shaken loose from wherever it was supposed to be mounted. It was found with the connector up, which could have caught water, and it buzzes when the car is off. Intermittantly. The car runs fine, but I think I have cause for alarm. The Volvo PN is 899931 1323592-1. Is this the radio suppression relay? I notice the car won't start with it disconnected.
Uh oh. I just removed the cover from the relay and it smells 'burnt' with a bit of moisture. Can I dry it out and reuse it? I live in rural Georgia and wont have a source of a new part until Monday, or will the local Auto Zone have such a thing? I'd call them, but this board is more reliable and faster.
