car wont start, gets no power, HELP! (long) 200 1984

Ok, about a 2 weeks ago i got into the car, turn the key and nothing, i think, ok, its cold, battery must have died, get someone to jump me, run the cables, turn the key and nothing. the car has never done this before, it has a new battery and even if the battery was dead i would have gotten power through the jump, right? so what do i do now, i checked fuses and all the regular stuff, the only thing i can think of that has been weird in the past is that this past december when it rained the car sometimes when the ignition was turned off would continue running until fiddled with a bit, usually if the lights were on and then turned off it would stop running and be ok, but ive never had a problem like this. i dont think its the ignition because what would cause it to just die like that, i would think i would still be able to flicker the power by messing with the keys. it was cold when it died, my assumption is that maybe some water got somewhere, froze and now nothing works. anybody ever had a similar problem? or have any advice? im a student with very limited tools and the car is in the student parking lot of my school, who here knows what i should do? oh, and its a 1984.5 245ti
