New Steering Rack and it still groans! 700 1986

Hi All,

At 160,000 miles, I just had a new steering rack put in a few weeks ago.
My brick steers better upon start up, and when cold, and all of my steering wheel tightness issues are gone, but my brick groans even more loudly than before when turning slowly (like into a parking space).

I've also noticed that it periodically groans when cruising at low speeds (not while turning) and stops groaning when I apply the brakes.

I checked the fluid level and I'm alright.
Is my pump going too? Could my new rack be ruined or defective? What to do now? Could it not be the rack and something else in the front end?
