fuel pumps wont operate 200 1985

The car will not start. I checked for sparks:OK. Then I checked for fuel pumps operation when bridging terminal 30 with 87/2 in relay connector (relay is now diconnected): Both pumps stayed silent. Then I checked for voltage at terminal 30: There is battery voltage. I tried to energize the main fuel pump by connecting directly (bypassing) to its connecion under the rear seat: It worked. That tells me that the pumps are OK.
Then, I tried to energize a spare pump I fetched in my box of miscellaneous parts: I connected it to terminal 30 with the other post to ground: Nothing happened. I know that the test pump is good.
Can someone explain to me how I can get voltage at terminal 30 but without current flowing through it?
Any other suggestions on what to check?
