'84 Wire Harness 200 1984

Why in the world did Volvo run the fuel wire harness through the intake manifold on the '84s (and other years)? There's plenty of wire to run it under and behind the manifold which they did on my 89s. I'm replacing the 84 harness and would appreciate a good reason why it should be routed back through the manifold. Why bother? Future engine work is easier if the harness isn't laying on top of the valve cover. Also,flame trap parts are far more accesible if the harness isn't laying on top of the oil separator box. Am I missing something here or is running the new harness under and behind the manifold a good idea.

Ignition harness wires are stiff but insulation looks ok but most of the outer wrap has fallen off. Is there a good product to rewrap the harness with?
