I can feel a slight surge (sometimes called trailer-hitching) when cold. AMM problem?? 200 1985

Hello Brickers.

I have a 85 240DL wagon that has a slight surging when cold. Note: Cold here in Houston TX is around 35-45F. I notice it most at around 2500 RPM's.
It only happens during the first five minutes of driving.

I have kept up with all of the maintenance. It runs very well.
I've recently replaced the thermostat because it was running too cold. It now heats up normally and runs at the right temp. This made no difference at all.

Any help is appreciated.
