'Special Delivery' decal 200 1981

What is it? Its about 3" in dia. and on my back glass. Its blue and white, "Special Delivery" on top and "Tourist and Diplomat Sales" on bottom. This circles a globe with "Volvo" written through it. The manual is located in a pouch with the same markings. Was this a program that Volvo had or just the dealer name in cryptic script? If the car was brought over by the owner it would be interesting because I also own a 1985 VW Westfalia that was purchased in a similar way.
