FPR/ Question/88/245/230F. 200 1988

My 88/245 wagon is running OK.
I question the FPR in the fact that when I pull the vac line on it the RPM don't change. I also smell a hint of gas from this line.
My mileage is around 21.5 to 23.5 around town.
I did regap the plugs to 30ths and that took that little once in awhile skip out at idle it would do. 28 was just not right for the old girl.
I checked compression on the cylinders and this was also a issue for me #1-155
#2-155 #3-155 but #4-165 The repair books say that it's carbon in the chamber.
I have used seafoam in the fuel and nothing has changed.
Do I change the Fuel Pressure Reg and what about the #4 cylinder.
The 245 wagon has 196,000 miles on it and I feel sure that this is the same FPR that it came with from day one. Should the RPM go up are down when the vac line is pulled from it also do you plug any of the vac ports up on the line that I just pulled.
