1990 740GL can't pass Texas emissions test 700

So... first test failed: Hc 214, Nox 1966, CO alright. Replaced sparkplugs, cleaned throttle body and flame trap,set base idle,cleaned ICV, changed O2 sensor (tested bad), changed fuel filter. There were no fault codes. Tested again.....failed: HC 220, Nox 2568. Still no light or codes. Cat replaced 1 year ago from FTP Groton( old one split). There is no EGR valve on this car. I know that this is old grond but any suggestions would be greatly appreciated. I have exhausted the FAQ and search for the first time.
