Starter constsntly engaged 200 1986

I just instaled a replacement engine harness in my NA auto 86 240. When I reconnected the battery the car's starter was engaged with the key off and out of the vehicle. I disconnected the negative battery cable, turned the key to on reconnected the neg lead and the car started and ran. I dosconnected the neg. lead and the car continued to run for about 15 sec. stoping from lack of fuel( I suppose).

In clamping the new harness in, could I have crushed the wires in the ignition harness leading to a constatnt starter engaged condition? I ask this because it is a very tight fit for the two harnesses in the brackets running under the engine.
